140       ELECTRONIC MEDIA POLICY

Coconino Community College owns and maintains multiple computer systems and technology resources which are used to improve, promote, and further the educational goals and serve the students, staff and faculty to support these goals.  The College encourages the use of electronic media within established procedures.  The President or designee in conjunction with the Director for Information Technology and affected faculty/staff is responsible for the establishment of such procedures.

140.1    ELECTRONIC MEDIA PROCEDURE

140.1.1 PURPOSE

The College owns and maintains multiple computer systems and technology resources that are used to further the instructional goals of the College and serve employees and students.  These systems/resources include personal computers, servers, various peripherals, communication hardware/lines, and associated software.

140.1.2       USE OF ELECTRONIC MEDIA

Electronic media is for the purpose of:

  1. Student instruction;
  2. Faculty and staff professional development;
  3. Academic and administrative research;
  4. Conducting College business; and
  5. Professional communication.

140.1.3       ACCESS TO ELECTRONIC MEDIA

The Information Technology Director or designee will be responsible for granting access to users.  Users will be granted access to the College computer system(s) by obtaining:

  1. A unique account issued by the Information Technology Department for employees (training may be required prior to obtaining an account); 
  2. An account issued by designated supervisors for students;
  3. A generic account to facilitate instruction.

140.1.4       CONFIDENTIALITY

Users may choose to store program/data files using College systems/technology resources if they have appropriate access.  The College reserves the right to access, review, audit, or intercept any/all data on its systems and will, with or without permission of the employee.  The confidentiality of any message or data may not be assumed.  Even when a message or data is erased, it is still possible to retrieve and read the message. The use of passwords for security does not guarantee confidentiality.

140.1.5       ELECTRONIC MAIL

The College maintains an electronic mail (e-mail) system to assist in conducting business within the institution. All e-mail must contain the name and e-mail address of the individual sending the e-mail.  No anonymous mailings or mailings using the e-mail address of another may be sent using the College's system.  E-mail addresses may not be shared outside the College without permission of the owner. All messages composed, sent or copies received are and remain the property of the College.

140.1.6       RESTRICTIONS OF SYSTEMS/TECHNOLOGY RESOURCES

Users will adhere to the following guidelines when using College systems/technology resources (the College reserves the right to modify this list at its discretion):

  1. No user shall intentionally use any system/resource in such a manner that will damage the equipment; destroy/corrupt stored data or programs, or render the hardware/software inoperable.
  2. No user shall attempt to copy College-owned software from any College equipment to another media (diskette, tape, zip drive, etc.) for the purpose of using the software on personal equipment.  Also no user shall install or use personal software without the approval of the Director for Information Technology or designee.
  3. No user shall access/use another user's account for any reason unless requested and authorized to do so by the Network Administrator, and designated supervisor(s), or other authorized employees such as the Human Resources Director.
  4. No user shall use electronic media to solicit or proselytize for commercial ventures, religious or political causes, outside organizations, or other non-job or non-instruction related solicitations, or create offensive or disruptive messages.  These would include any comments that contain sexual implications or offensively addresses someone's race, age, gender or sexual orientation, religious or political beliefs, ethnicity, disability, or any other message which may bring the College into disrepute.
  5. No user shall use systems/technology resources to abuse, slander, harass, threaten, or in anyway harm another group/user.
  6. No user shall use any systems/technology resources for illegal or malicious purposes.
  7. No user shall intentionally damage or sabotage the systems and adversely impact other users (e.g. crashing the system/network).
  8. Failure to follow these guidelines may result in disciplinary action up to and including termination for employees (refer to Employee Discipline and Dismissal Procedure 450.1) or disciplinary action up to and including expulsion from the College for students (refer to the Student Code of Conduct Procedure 503.1).
  9. The Human Resources Director in conjunction with the Information for Technology Director and other appropriate managers will be responsible for reviewing all postings, flyers, departmental procedures, etc., regarding the use of electronic media prior to adoption.

140.1.7       INTERNET USAGE

All users of the systems/technology resources need to be aware that the College does not practice censorship and are responsible for avoidance of all personally offensive material.  The Internet is a research/learning tool that is available to employees and registered students.
